I think Scar from The Lion King is the best. I love his Shakespearean character and how melodramatic he is. Jeremy Irons does a wonderful job at playing him.
Maleficent in the original film of Sleeping Beauty 1959.Represents true evil, She is ruthless and devious, and will do whatever it takes to achieve her (evil) goals. Additionally, she is very sinister, which is shown by taunting Prince Phillip after she captures him. Her most famous quote "You poor simple fools, thinking you could defeat me. Me, the mistress of all evil.
I love Jafar from Aladdin. Or perhaps it is more accurate to say that I love Iago, his parrot :)
The Evil Queen Grimhilde from Snow White and the Seven Dwarfs because she's beautiful, vain and willing to stop at nothing to be the most beautiful in the land.
Scar - The Lion King
Gaston from Beauty and the Beast. Hilarious villain.
Shere Khan from Jungle Book. Superbly low bass voice and sexily charismatic wild cat.
Hans, from Frozen. The ultimate betrayer and what a surprise!

Cruella DeVille is pretty cool - especially her name.
'Beelzebub' in the last 'Fantasia' segment, 'Night on Bald Mountain'!
